        The purpose of this framework contract procedure is to hire a contractor who will be in charge of the “organisation of coordinated activities on consumer product safety in the EU/EEA/EFTA countries”.

        The contractor will be responsible for:

        — the overall coordination and logistical organisation of the product-specific and horizontal activities, including all necessary meetings during the project,

        — the overall coordination of the product testing process, including the identification and selection of appropriate laboratories,

        — providing technical expertise and advice to support the work of the national market surveillance authorities,

        — reporting on, communicating and disseminating the outcome of the activities to all relevant stakeholders.

        The call for tender is launched by means of an open procedure for service framework contracts with reopening of competition with three contractors. Its duration is 4 years and at least four service contracts of 2 500 000 EUR/3 000 000 EUR each are expected to be launched under the framework contract over this period.

        The contractor will be expected to provide expertise for the support of EU and EEA/EFTA participating countries to the product safety activities. Moreover, the contractor will be expected to provide meeting facilities for workshops, to set up relevant tools for communication, dissemination and promotional activities, and to be able of building partnerships with laboratories for non-food products testing. The coordinated activities proposed under the present call should contribute to the effective applications of Directive 2001/95/EC on General Product Safety (GPSD) through cooperation with national authorities responsible for the assessment, market surveillance and enforcement of non-food consumer product safety.
