Provision of Crèche Places in Luxembourg (Mise à disposition de places en crèches au Luxembourg)
Under its package of benefits, the EIB Group offers to its staff members the possibility to have their children taken care of in a crèche located in a building of the EIB Group (the ‘EIB Crèche’) Group or in other crèches in Luxembourg contracted by the EIB.
Having previously entered into contractual agreements with 5 service providers for the provision of crèche places in Luxembourg, the EIB Group wished to continue offering this service to its staff members in the future.
Through this call for tenders and the subsequent Framework Agreements with several service providers the EIB sought several crèches or crèche groups to provide crèche places for the children of EIB Group staff members.
This call for tenders was a public procurement procedure for the award of contracts for social and other specific services in the sense of Directive 2014/24/EU Art. 74, Annex XIV of Directive 2014/24/EU and the Prior Information Notice (PIN) was published in line with Directive 2014/24/EU Art. 75 (b).
The Framework Agreements were awarded without further publication of a Contract Notice and interested economic operators were invited to express their interest in writing by email to the email address specified in the prior information notice.
The principles and method applicable to the evaluation process, as well as the stages of the evaluation process were described in the invitation to tender and the terms of reference.
Within 2 months of the notification to the plaintiff, or, in absence thereof, on the day on which it came to the knowledge.
